In 2011, South Sudan gained independence from Sudan, leading to an end to Africa`s longest civil war. Two years later, violent conflict broke out due to political disagreement with in SPLM and has since forced over four million people to flee their homes with more than two million having fled to neighboring countries and approximately 3.7 million internally displaced. The overarching purpose of the study is to identify relevant programming options to support conflict and displacement affected youth (including returnees, IDPs and host communities) specifically in NRC operational areas in South Sudan, which will offer optimal impact and efficiency, and provide data that will model response interventions which seek to address the issues that youth face in South Sudan . Two years later, violent conflict broke out due to political disagreement with in SPLM and has since forced over four million people to flee their homes with more than two million having fled to neighbouring countries and approximately 3.7 million internally displaced. Cyclical conflict and natural disasters continue to negatively affect the population in South Sudan. Rural and urban areas of South Sudan face a magnitude of challenges as a consequence of combined impact of prolonged violence and repeated shocks. Over 80% of the South Sudan population depend on agriculture, livestock and forestry, yet the sector is still characterized by low productivity. South Sudan is also characterized by high unemployment rates - 70% of the South Sudan population is estimated to be below 30 years old (World Bank Report, 2018). More than 50% of the population between 15 and 24 are unemployed (ADB Bank Report, 2019). Women in South Sudan face considerable gender related constraints and vulnerabilities compared to men, due to socio-cultural factors at household and community levels. Given the protracted nature of the conflict, the design of responses and donor funding decisions have tended to be more inclined to emergency lifesaving programmes with a few focused on long-term responses. Recognizing the change in scenarios and potential imminent end to the major conflict, the humanitarian and development community, including donors, formed a Resilience Exchange Platform under the NGO Forum and have come together during 2018 and 2019 to develop a multi-agency, multi-sector Partnership for Recovery and Resilience (PfRR). This is one of the framework which will guide the response in South Sudan for the years to come. NRC is an active member of this partnership at national and area level. In South Sudan, NRC has supported implementation of interventions that seek to foster resilience to shocks and stresses among the youth, through education programmes (including basic education, vocational training and other skills building programmes), Livelihoods and Food Security, Information, Counselling & Legal Assistance, general protection and Integrated Disaster Risk Reduction. From NRC interventions in South Sudan over the last five years and in line with the 2018-2021 strategy and Hallmarks, there is need to develop programmes that promote durable solutions for the displacement affected youth in the country. To ensure a holistic and impactful response, such programmes need to provide an integrated, comprehensive package of support to rebuild lives, livelihoods and restore social cohesion, while leveraging the efforts of other players in the sector to magnify impact and efficiency. 1.2 NRC-s activities and presence The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal assistance, and water, sanitation and hygiene sectors. The NRC has approximately 6,000 committed and competent employees involved in projects across four continents. NRC runs the world`s largest standby rosters NORCAP, with 650 professionals, ready to be deployed on 72 hours- notice when a crisis occurs. In South Sudan, NRC is responding to needs by providing assistance such as shelter, education, food security, livelihoods, legal assistance, and water, sanitation and hygiene sectors to most vulnerable communities in the North (Wau, Twic, Jur River, Gogrial, Alek and Aweil), Jonglei (Bor, Twic East, Duk and Akobo), Unity (Mayom, Koch, Leer) and Central Equatoria (Juba, Yei, Kajokeji). NRC South Sudan also has an emergency response team that travels across the country to provide rapid lifesaving interventions to conflict and emergency affected populations. NRC is a durable solutions focused agency with a resilience lens, and will especially consolidate fundraising efforts for economic inclusion and empowerment programmes, targeting returnees, youth and urban populations in particular in South Sudan. The NRC South Sudan programme also recognizes that the global youth bulge has not spared South Sudan, the rapidly increasing numbers of young people in the country, many of whom do not have viable livelihood options. NRC South Sudan recognizes the potential that youth have as drivers of positive change while also realizing that the youth can also contribute to conflict and instability depending on how well their feel engaged in the country-s political and economic processes. Initiatives towards job creation and active citizenry for the youth are crucial. Strengthening youth livelihoods capacities while enhancing their social engagement skills are top priorities for the NRC country programme. 1.3 NRC-s intervention specific to the Study NRC South Sudan intends to conduct a youth programming study to inform the design of a youth programme reflecting adequate responses to the evolving context. This study will be conducted in selected field locations across South Sudan and will focus on Opportunities for conflict affected Youth. NRC South Sudan intends to hire an external lead researcher to undertake this assignment. The lead researchers- main tasks include developing approaches and tools of investigation, identifying geographical locations and informants, planning, coordination and execution of the necessary steps for data collection and analysis and produce the required research reports to consolidate the study. The lead researcher will work closely with the country and regional offices to ensure the research is relevant and responsive to the needs of NRC. The lead researcher will deploy research associates, enumerators, data entry and analysis personnel and other resources to undertake the research. The researcher will also be specifically required to provide clear approaches to ensure full communities consultation in the research. 2 Purpose of the Study and intended use 2.1 Overarching purpose The overarching purpose of the study is to identify relevant programming options to support conflict and displacement affected youth (including returnees, IDPs and host communities) specifically in NRC operational areas in South Sudan, which will offer optimal impact and efficiency, and provide data that will model response interventions which seek to address the issues that youth face in South Sudan. 2.2 How will the Study be used? The findings of this study will aid in the design of; • Market responsive programming • Integrated programming • Resilience programming • Livelihoods and • Other youth social engagement programming options 2.3 Who will it be used by? The study results will be used by the following stakeholders; • NRC South Sudan Country Office and Regional Office for programming and fundraising • Donors - • Private sector including financial institutions • NGOs, CSOs and other non-state actors • The government ministries, traditional authorities • Academic institutions • UN (including working groups: protection & cash), and other prominent individuals at all levels. 3 Scope and lines of inquiry 3.1 Scope: • Dates of the study - 07th April, 2021 - 07th June, 2021 • Geographical coverage and targeted beneficiaries; The study will cover the following geographic locations: Juba, Wau, Bor counties. Additional locations maybe added Target group; The target group is youth, aged between 15 - 24 years of age. However, data will be collected from a range of stakeholders, including NGOs, Civil Society Organizations (CSOs), relevant government ministries and departments, relevant UN bodies, private sector actors, among others.
