It is today one of the largest private Organizations working in the area of development cooperation and humanitarian aid in Germany. The organization is Non-profit seeking, non-partisan and non-denominational. Donations from the population at large fund our work in Africa, Asia and Latin America. In addition, Welthungerhilfe receives grants from the Federal German Government, the European Union, USAID/OFDA, EU, AA, BMZ, GIZ, WFP the United Nations and many others worldwide recognized donors. For its project in Northern Bahr el Ghazal, Unity State, Central and Eastern Equatorial financed by the German Government through the Ministry of Economic Co-operation and Development (BMZ) and the GIZ, AA, WFP, WHH seeks potential, reliable, registered, and qualified insurance institutions to submit a proposal/offers for medical insurance service delivery to WHH staff both in the remote Field offices and at Juba Office. General Information The main scope of work is to deliver medical insurance services to WHH remote field offices around South Sudan (Nyamele, Bentiu, Aweil, Torit, Yambio) and Juba where WHH projects are located. 2. Participation: This tender/EOI is open to interested eligible companies, legally registered insurance companies in South Sudan and in the region but with permits to operate in South Sudan, with proven experience in medical insurance delivery activities in the country preferably in NBeG, Unity State, WE State, CE State and EE State area in South Sudan. 3. Language of bid: All correspondence and documents related to the ITT / EOI exchanged by the bidder and the Contracting Authority must be written in the language of the procedure, which is English. 4. Contradiction or errors in the bid documents: If the bidder notices contradictions, or errors in the bid document, or specifications/instructions that are unclear, the bidder must clarify the issue by making queries by email before the deadline for the submission of bid documents 5. Alteration or withdrawal of bids: Bidders may alter or withdraw their bids by written notification prior to the deadline for submission of the bid document. No bid may be altered after this deadline. Withdrawals must be unconditional and will end all participation in the tender procedure. Any such notification of alteration or withdrawal must be prepared and submitted in writing before the deadline. No bid may be withdrawn in the interval between the deadline for submission, bid opening and the expiry of the tender validity period. Any correction of information must be clear and is to be done via the tender portal. 6. Error in Calculation: Bids submitted by interested bidders will be checked for any arithmetical errors in computation and summation. Errors will be corrected by the evaluation committee as follows: • Where there is a discrepancy between amounts in figures and in words, the amount in words will be the amount considered. • Where there is a discrepancy between a unit price and the total amount derived from the multiplication of the unit price and the total number of beneficiaries, the unit price as quoted will be the price considered. • Amounts corrected in this way will be binding on the bidder. If the bidder does not accept them, its bid will be rejected. 7. Location of Staff The office in Juba, Central Equatorial and WHH remote field offices in NBeG, Unity State, Western Equatorial State and Eastern Equatorial State in South Sudan. 8. Duration of Contract: The estimated duration of the proposed contract by WHH shall be 12 months and will be subject to renewable based on satisfactory performance. Either party may terminate the contract with a prior one Month notice. 9. Prices / Premium The tenderer shall indicate on the form of tender and the appropriate Price Schedule the unit prices and total tender price of the services it proposes to provide under the contract. Prices indicated on the Price Schedule shall be the cost of the services quoted including all taxes payable and must be quoted in US Dollar. Prices quoted by the tenderer shall remain fixed during the Term of the contract unless otherwise agreed by the parties. Mandatory Requirements / Documents: Following requirements / documents must be submitted before tender closing: a) Duly completed, signed and stamped form of tender b) Valid Certificate/license from Commissioner of Insurance / the appropriate ministry or authority of South Sudan Government / prove that it-s under renewal for 2021 c) Copy of current Valid Tax Clearance Certificate d) Copy of Current Valid Operation License. e) Copy of Valid certificate of incorporation/Registration f) Dully filled WHH Supplier-s declaration Form g) The firm must have a physical address and administrative office h) Tender validity period of ninety (90) days from the tender opening date i) Must have been in existence for the last five years j) Must provide original quotations / financial Proposal k) Recommendation from at least five (5) clients in the last two (2) years with email & phone details. Preferably INGOs. l) List of key professional staff with CVs attached. m) Provide audited financial statements for the last 3 years. n) Letter of No Objection from CID o) List of Locations currently operating Note: Bidders must meet all the mandatory requirements to qualify for technical evaluation. 11. Payment Conditions Payment shall be made promptly by WHH, but in no case later than thirty (30) days after submission of an invoice or claim by the service provider. Payment will be made in US Dollars. 12. Anti -Terrorism Policy The Contracting Authority renounces all form of terrorism and will never knowingly support, tolerate or encourage terrorism of the activities of those who embrace terrorism and money laundering. Consistent with numerous United Nations Security Council resolutions, including S/RES/1269(1999), S/RES 1368(2001) and S/RES1373(2001) and the European Union, the Contracting Authority is firmly committed to the international fight against terrorism and against the financing of terrorism. It is the policy of the Contracting Authority to seek to ensure that none of its and its donor funds are used, directly or indirectly, to provide support to individuals or entities associated with terrorism or money laundering. Therefore, the Contracting Authority will match their supplier and Service provider against the sanctions lists on a regular basis. By submitting an offer, supplier and service providers agreed to this. 13. Liability, Penalty for delay, nonconforming of goods or service, shortfalls etc. • The contractor shall be liable according to statutory legal prevision, especially for its own negligent breach of duty and negligent breach of duty by its legal representative or vicarious agents. • The contractor recognizes that the Contract concurs delivery of Goods and/or provision of Services where “time is of essence” and that failure to deliver the Goods and/or provide the Services by the scheduled date(s) or in accordance with the quantities and/or quality specified in the Contract may cause irreparable harm to WHH. • Therefore, if the Contractor culpably defaults in remedying a defect or making a delivery - fully and timely, WHH shall have the right to request lump-sump damages due to default for the defective resp. late delivery without further proof or damage, of 0.2% of the n
