Tenders Are Invited BACKGROUND and objectivesThe Republic of South Sudan is emerging from protracted civil war, the economy and governing structures are in their infancy. Although the general population have enjoyed generalized period of peace in comparative terms, the human resource sector especially institutions of high learning and tertiary colleges will take time to blend out skilled workforce experienced to perform services of the highest level required by international organization and UN Agencies operating in the Country as the young economy is overwhelmingly struggling to meet growing demandsfor the provision of social services. Worse still the country is locked in inter-communal and civil conflicts continuously affecting the social and economic fabric.Please refer to annex B for the full terms of reference
