• Expression of Interest are invited for Cash Payment Services Malaria Consortium South Sudan Expression of Interest (EOI) for Cash Payment Services SPECIFICATIONS AND INSTRUCTIONS TO PROVIDERS A. Malaria Consortium Malaria Consortium is one of the world's leading non-profit organisations dedicated to the comprehensive control of malaria and other communicable diseases in Africa and Southeast Asia. Malaria Consortium works with communities, government and non-government agencies, academic institutions, and local and international organisations, to ensure good evidence supports the delivery of effective services, providing technical support for monitoring and evaluation of programmes and activities for evidence-based decision-making and strategic planning. The organisation works to improve not only the health of the individual but also the capacity of national health systems, which helps relieve poverty and support improved economic prosperity. Malaria Consortium is committed to obtaining a fair value for services received with a competitive price and timely delivery of the right quantities at the right quality. B. Administrative Information 1) It is the intent of this EOI to receive information from financial institutions who can support the provision of regular and ad-hoc cash payments to individuals in Aweil, Twic, Kuajok, Gogrial East or Gogrial West, Jonglei, Pibor Administrative Area, Akobo, Fangak and Bieh and any other part of South Sudan as new project needs may arise. 2) EOIs must be submitted in softcopy to tenders@malariaconsortium.org with the following reference in the subject: ‘MC-SS-EoI001-Cash Payment service- 3) EOIs must be received by Wednesday 5th May 2021 at 17:00 (5 pm) UK time. EOIs submitted after the deadline will NOT be accepted. 4) Questions must be sent by email to tenders@malariaconsortium.org with the following bid reference in the subject: ‘MC-SS-EoI001-Cash Payment service - Question- 5) Malaria Consortium will review the EOIs received, from which it will subsequently issue a ‘Request for Proposal- to suppliers who provide all relevant information. Relevant suppliers will have a further week to submit a full proposal based on the details in the Request for Proposal. 6) Malaria Consortium reserves the right to not issue a Request for Proposal after the EOI process. C. Expression of Interest Requirements 7) The submitted EOIs must include the following information to be compliant. Failure to supply all requested information will disqualify the bidder from further consideration. I. Company details required a. Company Name and primary address in South Sudan b. Key contacts c. Company size (USD annual turnover in South Sudan, total number of full-time employees in South Sudan, number of years in business in South Sudan,) d. Location of all offices in South Sudan II. Legal documents a. Copy of business registration documents (proof of legal operation in South Sudan Operating licences) b. Copy of licence to operate as a bank in South Sudan c. South Sudan Tax registration certificate d. South Sudan tax clearance certificate e. letter of no objection from CID f. registration license from Central Bank (Bank of South Sudan) III. Service information required a. A summary of licenced cash payment services offers by the supplier in South Sudan, b. Details of the supplier cash distribution networks in Aweil, Twic, Kuajok, Gogrial East or Gogrial West, Jonglei, Pibor Administrative Area, Akobo, Fangak and Bieh, including number of current active cash withdrawal points or agents per location listed, c. Confirm the supplier-s ability to make payments in SSP and USD, d. Confirm the supplier-s ability to register payees using biometrics and make payments using biometric verification, e. Confirm the supplier-s ability to fix exchange rates for each payment instruction (each payment instruction would cover one location as listed in point 4b), f. Specify if any part of the services would be subcontracted to other parties and if yes list the other parties. IV.
