SCI has been working with and for children, their families and communities in South Sudan since 1989. We provide children with access to education, healthcare and nutrition support, and families with food security and livelihoods assistance. Our child protection programmes support vulnerable children including former child soldiers and those affected by violence and displacement, as well as advocating for children-s rights at national, state and community levels. SCI in South Sudan works closely with National, State and County Ministry of Gender, Child and Social Welfare. We work with children, parents, teachers, community leaders (umdahs/sheikhs), religious leaders, ministries and other national and international NGOs. Our way of working closely with people on their own terms has enabled us to deliver lasting changes to tens of thousands of children in the country. BACKGROUND INFORMATION/CONTEXT Save the Children started operations in Maban in the late 2011 shortly after the arrival of the Refugees from the Sudan, delivering child protection and education services mainly to the refugee population. These services were later extended to the host community. Since January 1, 2018, UNHCR revised its road map for its operations in Maban and Save the Children now implements Child and Youth protection activities in all the four camps and host community funded by UNHCR, Danida and BPRM . As of September 2020, the population in Maban was about 198,061 comprising of 45,238 host population and 152,823 people (Batil- 47,196, Doro- 63,508, Gendrassa- 18,052 and Kaya-24,067), 60% being children. The area receives little to no development investment from the government meaning that INGOs and UN agencies are the main service providers in Maban. Over 90% of interventions implemented by about 12 NGO and UN agencies benefit the refugee community and this has led to an imbalance of service delivery which is skewed towards the refugees. SCI has been implementing Child and Youth Protection (CYP) programme under BPRM funding since 2014. The project was initially funded in Doro camp alongside education but after the UNHCR roadmap in 2018, BPRM funded CYP only in all four refugee camps of Doro, Kaya, Batil and Gendrassa and the surrounding host communities in the Greater Maban County. The projects have been designed to complement CYP interventions and SC operations in Maban funded by UNHCR and Danida. The interventions aimed to contribute towards ensuring that children are protected from all forms of violence, abuse, exploitation, and neglect through participation of diverse community based stakeholders, including children and youth. The project is strongly embedded in the socioecological model to holistically address issues affecting children and youth at the family, community, and society levels and to strengthen their capacities to protect themselves and others from harm. The project is thus focusing on strengthening child and youth protection community-based committees as grassroots structures to catalyze community sustainability, participation, engagement, accountability, and ownership. This project is in line with SCI-s 2019-2021 country strategic objective for Child Protection: β€˜All girls and boys have increased access to child protection services and violence against children is reduced by 2021-. It is also contributing towards SCI-s Global Breakthrough 2030: β€˜Violence against children is no longer tolerated-, Child Protection Sub-Cluster priorities and Child Protection Minimum Standards in Humanitarian in Action (CPMS) revised in 2019. SCOPE OF THE PROJECT EVALUATION The Project proposed project evaluation will cover the Child and Youth Protection (CYP) project implemented under BPRM phase VI (2020-2021). PROJECT GOAL PHASE VI Project goal: To upscale child and youth protection services and resiliency through increased community participation in Refugee Camps and surrounding Host Communities in Maban County, Upper Nile State by June 2021. Objective 1: To improve the protective environment of children and youth by equipping communities with knowledge, information and skills to prevent violence against children and youth by June 2021. Objective 2: To increase resiliency and protection of children and youth at risk due to violence and displacement by June 2021. PURPOSE OF THE EVALUATION The purpose for the evaluation is to measure the changes/improvement on the lives of the beneficiaries (children, youth and adults) that can be attributed to upscaling child and youth protection services and resiliency through increased community participation in Refugee Camps and surrounding Host Communities in Maban County, Upper Nile State by June 2021. The evaluation will also identify the practices, lessons learnt and provide recommendations to inform future programming. OBJECTIVES AND KEY EVALUATION QUESTIONS Specific objectives of the evaluation: 1. To establish the extent to which the BPRM phase VI CYP project achieved the set goal and objectives as stated in the project design. 2. To provide evidence-based findings on the successes, obstacles and recommendations regarding the achievement of outcomes in the BPRM phase VI CYP project implemented by SCI South Sudan Maban. 3. To provide insight into the extent to which SCI South Sudan Maban BPRM VI CYP project design, implementation modalities, policies and practices related to Child Protection were effective. 4. To establish the status of BPRM phase VI CYP relevant rapid catch indicators in SCI South Sudan Maban areas (According to the project log frame). 5. To document the most significant change(s) made by the BPRM phase VI CYP project (through β€˜story telling- / human interest story/outcome story). Evaluation Questions The following are potential questions the evaluation could answer, this is not a definitive list, and the evaluation consultant should formulate their own key evaluation questions in collaboration with SCI staff, in light of evaluating the project against its goal and objectives. Impact β€’ What is the impact of the project on preventing violence against children and youth? β€’ To what extent the life of the beneficiaries is improved/changed due to the implementation of this project? Effectiveness β€’ To what extent did the project achieve its set out objectives? β€’ To what extent have the planned objectives in the log frame of the project been reached, per indicator, disaggregated by gender and age? β€’ To what extent have the project activities contributed to the overall goal? Was the response effective in protecting girls and boys? β€’ What were the major factors influencing the achievement of the objectives of the project? β€’ What opportunities for collaboration have been utilized and how have these contributed to increased effectiveness?
